My FIL's department initiated action against my FIL(sent a show cause notice to him) for source of income of dowry/expenditure. Department also confirmed that they CCS rules apply to them. Hooorray...............
For everybody's information, my FIL's department falls under UP Government, so it seems state governments also apply CCS rules, due to which we can ask them to initiate department inquiry for giving dowry.
On the flip side though, regarding misconduct of CCS rules by giving dowry, the department replied that they will take action only after judicial verdict is out. I am going through CCS rules to ensure a seperate inquiry into this matter by department. Any suggestions, by people who have already done this, is most welcome.
Lastly, a bunch of thanks to all forum members(and specially to Shonee ji) who have been providing useful info on this forum. I couldn't have fought this far without this forum.

Got even better. FIL is now facing full fledged enquiry for misappropiation of public money. Came to know he has been summoned to his HQ :).

TEP is not a statute or any penal provision. It is a complaint.

Income Tax department would take appropriate action, on finding it fit.

Another success on same front. My FIL noted in his reply to his dept., that the expenditure in marriage was from her daughter's salary herself who is working.
We are going to use this in DV mantainance case, where she claims she is not working. So friends, do file RTIs to your in-law family organizations, information is the key to success.
And this has not saved him from inquiry, because even his and his daughter's salary combined do not justify the mammoth figure he quoted for marriage expenses. Slowly they are getting trapped in their own contradictory statements.
